AI-Generated Speech Brought to The US House of Representatives

Artificial intelligence is becoming a hot topic in many legislative bodies. So it’s no surprise that the topic would be brought up in the U.S. House of Representatives about a bill focused on the topic. U.S. Rep. Jake Auchincloss decided to use ChatGPT to generate a speech about a bill that would create a U.S.-Israel AI center. As reported by the Associated Press, the speech is brief at only two paragraphs. According to his staff, they believe that this is the first time an AI-written speech was read in Congress.

The bill for this speech was created aims to establish a joint U.S.-Israel AI Center inside the United States. It’s to serve as a hub where public, private, and education sectors can work on research and development focused on artificial intelligence. Clearly, eyes in the nation’s capital are being drawn to AI with its explosion in popularity since last year. This is part of why the House Representative wanted to read a ChatGPT-generated speech on the floor.

According to the AP, he wanted to ignite debate on the topic of artificial intelligence, primarily about the challenges and opportunities the technology will create. That’s because he fears that AI’s growth is likely to tread similarly to social media technology. Social media’s exposition over a decade ago left members of Congress in the dust, leaving the body unsure how to react to the immerging tech. With that in mind, Rep. Auchincloss said in part, “I’m the youngest parent in the Democratic caucus, AI is going to be part of my life and it could be a general-purpose technology for my children.”

The Representative said that he used the following prompt on ChatGPT, “write 100 words to deliver on the floor of the House of Representatives.” He went on to refine it a few more times, asking ChatGPT over and over to generate the text until he got the speech that he delivered.

Similarly, back in the summer of 2022. The United Kingdom House of Lords had its own AI speak, Ai-Da. The AI robot was questioned in an inquiry on technology and creativity. Like what U.S. Rep. Jake Auchincloss did in the U.S. House, the inquiry wanted to examine the potential and future challenges of AI.
