Anthropic Proposes AI Policy Recommendations to White House for U.S. AI Action Plan

AI research firm Anthropic has submitted a set of strategic recommendations to the White House’s Office of Science and Technology Policy (OSTP) in response to its request for an AI Action Plan. The proposals aim to position the United States as a leader in artificial intelligence while addressing economic and national security concerns.
Anthropic projects that powerful AI systems will emerge by late 2026 or early 2027, with capabilities rivaling Nobel Prize-winning experts across multiple disciplines. These systems are expected to autonomously navigate digital and physical environments, reason through complex tasks over extended periods, and control technological and robotic systems.
To ensure the U.S. remains at the forefront of AI development, Anthropic’s recommendations focus on six key areas:
1. National Security Testing
Anthropic calls for the establishment of government-led AI evaluation programs to assess both domestic and foreign AI models. This would involve standardized assessment frameworks, secure testing infrastructure, and expert teams to identify vulnerabilities and potential threats.
2. Strengthening Export Controls
The firm recommends tightening semiconductor export restrictions to prevent adversarial nations from acquiring the necessary infrastructure for AI advancements. Measures include controlling H20 chips, enforcing government-to-government agreements on large-scale chip deployments, and revising licensing thresholds.
3. Enhancing Lab Security
As AI systems become critical assets, Anthropic suggests improved communication channels between AI labs and intelligence agencies, expedited security clearances for industry professionals, and next-generation security standards for AI research facilities.
4. Scaling Energy Infrastructure
With AI development demanding significant computational power, Anthropic urges the U.S. to set a national goal of adding 50 gigawatts of dedicated energy capacity by 2027. Streamlining permitting processes and accelerating infrastructure expansion are key components of this strategy.
5. Accelerating Government AI Adoption
To modernize public sector operations, Anthropic proposes a government-wide review to identify workflows that could benefit from AI augmentation. Agencies would be tasked with implementing AI-driven solutions in areas where they could provide measurable public benefits.
6. Preparing for Economic Impacts
Anticipating AI-driven shifts in the job market, Anthropic advises modernizing economic data collection methods, such as Census Bureau surveys, to better track workforce changes. The goal is to develop policies that ensure AI benefits are widely distributed across society.
These recommendations build upon Anthropic’s prior advocacy for responsible AI scaling and evaluation policies. The firm stresses the need to strike a balance between innovation and risk mitigation as AI capabilities continue to advance.
Anthropic’s full policy submission, which details implementation strategies, is available for further review.
