HHS Outlines New Framework for Responsible AI Use in Public Benefits Administration

In a move toward modernizing public benefits administration, the U.S. Department of Health and Human Services (HHS) has released a detailed plan to guide the responsible implementation of AI technologies by state, local, tribal, and territorial governments.

This initiative aims to enhance the effectiveness and efficiency of public benefits programs, ensuring they better meet the needs of their recipients. The strategy aligns with the directives of the Office of Management and Budget Memorandum M-24–10.

These directives underscore the commitment to strengthen governance and manage risks associated with AI-enabled automated and algorithmic systems. As public agencies increasingly integrate AI technologies, the plan addresses the pressing need for a governance framework that supports innovation and safeguards individuals’ rights and safety.

The integration of artificial intelligence in public benefits programs offers unprecedented opportunities to improve service delivery and operational efficiency,” stated an HHS spokesperson. “However, it is crucial that we approach these advancements with a responsible framework that prioritizes the rights and well-being of beneficiaries.”

The strategy document elaborates on how the risk framework established by OMB Memorandum M-24–10 applies specifically to the delivery of public benefits. It also highlights existing guidelines that govern the use of AI-enabled systems and discusses potential areas for future guidance.

This approach is designed to foster an environment of responsible innovation while addressing the unique challenges that arise in public sector applications of AI. The plan’s emphasis on transparency and accountability is a response to growing concerns over the potential for bias and errors in automated decision-making processes.
